Doctor/Advocate/Lieutenant General (R) Seswantsho Godfrey Lebeya, a gold medalist in policing, was able to work himself up and ascended from a mere police constable in the South African Police Service (SAPS) to taking a seat as the National Head of the Directorate for Priority Crime Investigation (Hawks). He commanded several units including, Fraud Units, Commercial Crime Units, Organised Crime Units, Specialised Investigation Units, Diamond and Gold Units, AntiCorruption Units from unit level up to National level.
Doctor Lebeya has covered almost every facet of his police life in South Africa, from being the first port of call at the Community Service Centre to becoming the Deputy National Commissioner responsible for Crime Detection in the SAPS and later the National Head of the Directorate for Priority Crime Investigation. He was also the Chairperson of the National Priority Crime Operational Committee (NPCOC).
Doctor Lebeya is also the author of his book, Understanding Organised Crime, which arose from his doctoral thesis, which is a masterpiece in exploring organised crime around the world. He has also authored a book on Organised Crime in the Southern African Development Community (SADC) with specific reference to Motor Vehicle Theft. He has further written two chapters in the book Policing in South Africa, Past and Present.
He received several training including Detective Course (SAP), Fraud Course (SAP), Project Investigation Course (SAPS), Middle Management Course (SAPS), Money Laundering Course (NPA and USA), Racketeering Course (NPA and USA), Interpol I24/7 (Interpol), Law Enforcement Development Seminar (LEEDS by FBI), International Drug Enforcement Conference (IDEC by DEA Of USA),

Senaba Charles Mosipi

Advocate Mosipi is a retired Lieutenant General who served the South African Police Service for over forty (40) years at different levels and command capacities. Having started his policing career in 1984 at Tzaneen police station, he started his crime investigation career in 1995 when he joined the Johannesburg Commercial Crime Investigation Unit, from where he went on to command and manage investigation components and sections/ units at both provincial and national levels.
Advocate Mosipi retired from the SA Police Service at the time when he was serving in the position of Divisional Commissioner: National Priority Offences Operations (NPOO) within the Directorate for Priority Crime Investigation (Hawks), where he was responsible for all operational components/ sections, viz., Serious Organised Crime Investigation (SOCI), Serious Corruption Investigation (SCI), Serious Commercial Crime Investigation (SCCI), Financial Accounting Investigation (FAI), Priority Crime Specialised Investigation (PCSI), and Tactical Operations Management Section.
Prior to his appointment to the position of Divisional Commissioner: NPOO, Advocate Mosipi served as a financial/ commercial crime investigator in Johannesburg Commercial Crime Investigation Unit, Provincial Commander: Commercial Crime Investigation, Mpumalanga, Section Head: Commercial Crime Investigation, Head Office, Provincial Head: Directorate for Priority Crime Investigation (DPCI), Free State, Component Head: Serious Commercial Crime Investigation, DPCI and Component Head: Management Intervention, Region A at National level, responsible for compliance and interventions in Gauteng, Limpopo and North West provinces.
Advocate Mosipi received training in a number of investigation and management courses and/ or programmes that include, but not limited to, Basic Fraud Course, Train-the-Trainer Course, Generic Commercial Crime Forensic Course I, Commercial Crime Forensic Course II, Basic Cyber Crime Course, Project Management, Candidate Officers’ Course, Police Management Development Programme (PMDP)(Australia), SAPS Executive Development Programme, Law Enforcement Executive Development Program (LEED) (Botswana) and Executive Leadership Analysis Course .
Lastly, Advocate Mosipi was awarded, amongst others, the SAPS Gold Medal for Outstanding Service (SOEG), the SAPS Ten Years Faithful Service Medal, SAPS Twenty Years Loyal Service Medal and the SAPS Thirty Years Star for Loyal Service Medal for his contribution in policing.
